    On the foundation of what @HaiZhung said, the insurance companies are not the problem and also not the wages of the staff. There either needs to be better competition on the cost of treatment, think epipen costs in the US, or an organization outside of competition at all. Latter would be difficult with medical companies that are also the source of global income for the country.
