I think what latinos see is Biden is just what Trump would be like if he checked first with the courts before doing anti-Latino stuff. Biden needs to do PRO-latino stuff, not just try to stop anti-latino stuff.
The funding that was already appropriated for the wall? You want Biden to go full dictator and change how previously allocated funds are spent? Really? That doesn’t seem like a bad precedent to you?
If funds are allocated to an executive controlled department, he can have a say on how they are spent, as long as the funding purpose wasn’t stipulated by congress. If prior executive controlled funding decisions were set in stone, Trump could have stipulated contruction of a golden statue of Biden holding a sign saying “I stole the election” on his last day and Biden would be powerless to stop the contruction.
