With the open source tools that are available nowadays I think it’s not necessary hard, but you shouldn’t underestimate the hardware costs required to do this well. You will need a lot of high speed disk space to store the index and you will need an army of crawlers to stay up to date.

This depends on the location. Within the Schengen zone this would accomplish very little. For other countries it might work, but it would probably be easier to just charge some money for a visa on arrival. Extra costs will make some people stay away and it’s a lot less hassle for everyone involved. Also, tourist tax is a thing and could be used better in a lot of places.

Overtourism has gotten worse, but it existed before airbnb. In some places it was already a problem in the 80s. When a place gets popular suddenly a lot of hotels get build which in turn ruins the place.
