Use that funding to influence all military powers to support and protect my island at the end of the 10 year protection. Use the rest of the cash to build renewable energy, sustainable food sources, universal healthcare and bunkers to protect the population. Would also offer assistance to citizens that want to flee before war.

I’d choose a location near the equator, both of focus on solar power, and for ideal rocket launches.
