Nope, you need an internet connection to get past initial setup. Unless you use pro, there you can select to domain join computer instead and it’ll let you create a local account

Not quite as useful as it initially sounds. It was a visual basic binary, which is just net framework. You’ve been able to easily decompile that for decades already. The article also hints that native binaries do not work as well either.
Last time I used Linux (2 months ago maybe, bazzite) audio kept turning itself down to like 5% volume. Turning it up would instantly make it go down again if I let go of the volume slider
