EU ambassadors approved the package very quickly, without discussion, except for one statement from Hungary, who last week had requested more time to consider the contents, EU diplomats said.

Without reading the article, I believe the reason is that China and North Korea function as middle men of Russia’s supply, rendering the bans on direct commerce between the European Union and Russia ineffective.
I get the why, I’m just shocked we have any trade with North Korea left to sanction them from.
