Right, they’re trying to create a “housing crisis” while letting it be a free for all, so it’s too late to stop it when it happens. Not all of what they’re doing is bad, but they don’t need it right now. They’re trying to attract developers because it will be easy for them to ravage the city right off the bat. Cities need to change organically, this is set up as a land grab and build what you want.
