As of now, he’s held back by both Congress and the State Department. Republicans in Congress will try to impeach him for going against all available governmental recommendations if he amends agreements without conclusive findings from the State Department.

If he doesn’t do the right thing while directly overseeing negotiations, then we’ll know where he stands on his own.

They have a case if he goes against Congress and intelligence. They don’t if Netanyahu breaches a ceasefire agreement or negotiates in bad faith. In trial, POTUS can’t substantiate a decision based on intelligence outside of the State Department or recorded first-hand experiences. The ICC and the UN are not considered applicable intelligence if their findings are not included in the State Department report.

Biden reinstated the law against Israeli settlements that Trump repealed, so expansion is off the table. Israel can only negotiate for hostage return and ceasing inbound attacks. That’s why Israel’s far-right wants to avoid documented negotiations.

Whether there is a law against settlements is irrelevant. Every Israeli government expands settlements, they’re not going to stop because they know the US will always support them.

Netanyahu in particular is not constrained by the idea of the rule of law.

Biden has taken more money from Israel than any current member of Congress.
