DiPLab has released the report “Surveillance at Scale: How AI Training Platforms Gather Personal Data from European Workers” (October 2026), produced in collaboration with Reversing.Works and Intérêt à Agir, and funded by the Digital Freedom Fund and the European Artificial Intelligence & Society Fund. The report examines Outlier, a data work platform operated by Scale AI, which recruits workers to evaluate AI-generated responses and create training data. Drawing on qualitative interviews, network logs and platform guidelines, the authors document large-scale collection of workers’ personal data, financial records, biometric information and facial recognition scans, including through hidden trackers, and provide a legal analysis of likely GDPR violations. The report frames the EU as a periphery of data extractivism in AI production and raises concerns about labor, social justice and European data security. Authors: Thomas Le Bonniec, Antonio A. Casilli, Mathilde Abel, Simone Robutti, Gaetano Priori, Donatella D., Paul S. The PDF is available for download on the DiPLab site. https://diplab.eu/report-new-diplab-report-surveillance-at-scale/
