Late yesterday’s trilogue on the Child Sexual Abuse Regulation (CSAR) ended without a deal to permanently legalize mass scanning of private communications. The European Parliament’s negotiating team blocked the Council’s proposed “Search Plans” for private chats. A preliminary political agreement was reached on scanning publicly accessible content and on the tasks of the EU Centre. Technical negotiations on rules for non-public content continue in October, with another trilogue expected in November. The Council still seeks to keep the voluntary mass scanning regime of Chat Control 1.0 as a loophole. https://www.patrick-breyer.de/en/chat-control-2-0-trilogue-update-no-mass-scanning-deal-for-now-european-parliament-stands-firm-against-search-plans/
